Here's the deal:

You need 2 things to get DSL -> a phone line and an ISP to provide your
"Internet".  The phone line is your existing POTS line from US West.  They
control the connection from you to them.  Once it gets to them, they pass
your packets off to your ISP via ethernet or ATM or whatever.  Your ISP
handles the routing of your packets, packet filtering, firewalling, etc.

Much like long distance plans, you must have both a phone line and a
provider in order to get DSL.  You can't have one without the other.
