[lug] Firewall limitations

My boss is having a problem accessing his school library.  He has the problem from work or home.  When this situation was research the conclusion was he has a firewall protect both at home and at work.  We are aware of the one a but can not seem to find the setting on his home pc.  Any possible solutions?
