There are a couple I've used.  PuTTY
(http://www.chiark.greenend.org.uk/~sgtatham/putty/) is free, and it has a
separate scp command line utility.  It does not allow serial line
connections as far as I can tell.

Tera Term Pro (http://hp.vector.co.jp/authors/VA002416/teraterm.html) is
also free, and hasn't been updated since Mar 10, 1998.  You need an add on
for ssh, from http://www.zip.com.au/~roca/ttssh.html.  This is up to date.
Tera Term is nice because you can use it on serial line, for all your serial
port needs (routers, switches, etc).  There is also an ssl version at
http://www.infoscience.co.jp/eng/products/ssltterm/index.html, but I have
never used it.
