most likely it's because Terra Term doesn't support SSH version 2.
This means that you have to generate your keys using ssh-keygen1. At
least it's that way with ssh from www.ssh.org

SR> Hello

SR> I was using openssh-1.2.1 for a while and recently switched to
SR> openssh-2.1.1

SR> With the older version of openssh, I could establish connection to my
SR> server over the Internet. With the newer version, the keys that are
SR> generated by ssh-keygen do not allow me to connect to my server. The server
SR> accepts the keys generated by the older version of ssh.

SR> My ssh client is TeraTerm Pro for windows. I do not think that should make
SR> any difference. This client works fine with the old keys and the new server.
SR> I do not why the new keys are not working with the new server.

SR> Is anyone else experiencing this problem?

SR> Any ideas appreciated.

SR> Thank you in advance.
