Look, your terminology is just wrong.  There are lots of distributions
based on Linux, including single-floppy ones that don't have wu-ftpd or
sendmail.

The appropriate analogy is not car and tire, it is vehicle (Linux) and
wing (sendmail).  Cars are vehicles but they don't have wings.  A
firewall built using Linux does not have sendmail.
