Much of the latencies with a modem come from the modulation, demodulation,
and other latencies involved with turning the actual bytes to send into
the sounds that get transmitted over the phone lines.  Things like how
long it takes to fill up the error detection and correction buffers and
all that...  That old "9 women can have a baby in one month" thing.
A 53k modem can send 53000 bits in a second, but it can't send one
bit in 1/53,000th of a second.

IDSL should have comperable latencies to ISDN and DSL -- 200ms is definitely
unusual.  Van Jacobson believes that humans start noticing lag at around
400ms -- that's halfway there...
