Yes.  Typicly the monitor has size and position adjustment controls
on it -- try shrinking the picture some and then moving it up.

Most monitors have different settings for the size and position based
on the resolution and scan rate -- hooking up a new computer to a
monitor may require adjusting of the settings specific to that
computer, and (hopefully) will not interfere with settings for other
computers using different resolutions and refresh rates.
