[lug] rdate wackiness

I've put rdate in my /etc/crontab (in a slightly aged KRUD release), but
when I try rdate -s, I get connection time out.  When I leave it off, it
grabs the time.  Pretty odd.  Below are my crontab entries and the output
from email.  Any ideas?  

0 * * * * root rdate -s time-b.timefreq.bldrdoc.gov
Output -- 
rdate: Connection timed out

/var/log/cron --
root (12/20-10:00:00-14944) CMD (rdate -s time-b.timefreq.bldrdoc.gov)

----------------------------------------------------------------
15 * * * * root rdate time-b.timefreq.bldrdoc.gov

Output --
[time-b.timefreq.bldrdoc.gov]	Wed Dec 20 10:15:00 2000

/var/log/cron --
root (12/20-10:15:00-14972) CMD (rdate time-b.timefreq.bldrdoc.gov)
