It means that it conforms to the "Low Profile PCI" spec.  ;-)
Basicly, the side that's exposed to the back of the PC is half
to two-thirds as tall as a regular card.  AFAIK, the placement
and type of connector is as on PCI.  You can probably put a
PCI card in it if you leave the cover of the case off -- as
long as the connector on the back doesn't interfer with the
case.

Personally, I thought NLX was better.  The riser card would let
you fit regular PCI or ISA cards in there, and you could go with
a funky card placement because of the riser card.  Cards facing
the front or side?  Should be doable.  In fact,
you could do BOTH -- put your audio card facing front, SCSI facing
back.
