It's not so much a problem as a choice they've made.  More and more ISPs
are needing to do that sort of thing to prevent themselves from being used
as the origin point for UCE.  If all their users mail goes through their
own mail servers, then they at least have some way of detecting UCE, and
stopping it before it becomes a problem.

UUnet has talked about doing this, but apparently they mostly use
Ascend equipment and (at least historicly) it wasn't possible to install
filters of that sort on the terminal servers.  That's unfortunate because
it could have cut short or perhaps prevented the situation last month
where one of their users sent 20,000 e-mails to one of my domains...

I'd expect more ISPs to start doing that...
