I haven't looked for it, but there are quite a few options that are only
available if you say yes to devel items. Plus it isn't unusual for some
option like sound or pty98 to be enabled for other things to show up
that depend on them. You might want to directly edit the .config file
created from your config and search for "rio" to see if it is in there
commented out somewhere, which in turn might give a clue to what items
nearby might be needed.
