Our IOS is 12+.

Good thought, though.

I've updated the Linux kernels, and it doesn't seem to be helping (the ARPs
look a lot better though).

Further testing/tracking shows that Linux isn't the only OS affected. I just
put a FreeBSD box online, and it's doing the same thing -- and I've been
tracking the visibility of a Solaris box, and it's doing the same thing too.

The Windows machines are about the only things staying visible to the
outside.

As a workaround, I've got a cron job set up to ping an outside machine every
10 min. Works for now, but I'd obviously like to figure this out. I'll be
doing more testing/tracing as I get the time.
