[lug] panel always-on-top feature?

Run the GNOME Control Center.  In the left frame, select Desktop -> Panel.  In the right frame, select the Miscellaneous tab.  Deselect "Keep panel below windows".  I use this setting in conjunction with auto-hide.  Seems to work well.
