The most likely explanation, IMO, is that that someone is running
rwhod with a netmask that includes your address.  Most likely it
is completely inadvertent on their part.  Their machine is continually
asking yours "who is logged on".  As long as your machine never
responds,
you should be fine.

At home, I just turn off all of those services.
