[lug] Conundrum

Hello All,
A colleague of mine has thrown himself into quite a predicament. He's
setting up a box capable of SSH-ing into our network and he's managed to
almost lock himself out. We can log in as root (both from the keyboard and
SSH) but attempting to login as a regular user has produced the following
message:

failed forked: resource temporarily unavailable

Peeking into the secure log I find this.

I've got the 'debug' option set on the pam_console.so line of
/etc/pam.d/login.

Has anybody experienced this before? Or maybe just know what's going on??

He's running RH 7.1, freshly installed. I think he's removed something he
shouldn't have, but I can't tell.
