I just forward the entire message, including full headers.  I've heard that
the FTC is building a datbase of UCE, and that's what sending to
uce at ftc.gov does.  I figure that it doesn't hurt to give them an idea of
how much UCE is out there.  They apparently get 17,000 messages a day at
that addres.  I'm amazed it's so low, that must just be a few thousand
people if that...

The only reference I found on the ftc.gov web site that mentions this
address is only mentioning it in passing though.  Apparently there was
recently an article at salon.com about this.
