Additional note on setupd. Often the "busy" error means the hardware was
not initialized. The fact that installing the modem broke sound makes me
wonder if there was a conflict between the mode of connection (such as
serial port or usb controller) of the modem and the sound. Hard to tell
though without more information, especially on the hardware. One thing
that might be a useful test, provided you have more than one place you
can plug your modem in, e.g., maybe you have two serial ports and can
move the modem from one to the other, moving it to a different slot and
observing whether it alters the failure in some way (moving it over
would alter the hardware resources it uses).
