At the URL below can find a list of nameservers (in the form of a DNS zone file) for the next tier of domains within the .mil gTLD.  I think you will find that, even if you manage to gather all of the IP address blocks involved, the sheer volume of IP networks within .mil will be a deterrent.

One possible approach would be to get a list of AS numbers from DoD NIC Services.  Using this information and BGP4, you can probably create an as-path filter than would do the trick.
