Definitely not! The ping program will try to interpret '123.456.666.1' as 
a hostname but this will very likely fail (not a valid hostname either).
The valid range of the numbers is 0-255 (8-bit numbers). These days the
highest address (255 = all bits on) is usually used as the broadcast address
of a net, so in the common class c network 255 on the last quad is not
a good idea.
