You may have been grandfathered in at the old price.  I think they made the
change in around January 2001.  Kevin's old ISDN provider was moving
locations and they had to get the ISDN line moved, so Qwest upped the price
during the move.  Luckily, he was able to switch to ISDN a month or so
later.

They did the same trick on us back in 1996 when we were in Omaha.  We were
paying $55/month for unmetered ISDN, and they upped the price to
$190/month.  That was a month or so before a much nicer apartment in our
building became available, and we ended up not moving because we weren't
giving the telco an extra $130/month for ISDN.
