[lug] Pointer goes nuts

I remembered this subject from a few days ago and decided to try to
activate the wheel on my mouse.  This is the relevant section from my
XF86Config, altered according to what I read in the archive.

Section "Pointer"
    Protocol        "IMPS/2"

I tried re-starting my window manager, and exiting and re-entering my
window manager (i.e., exited and re-started X), but the wheel still
does not work in konqueror.  I use fvwm as window manager but someone
wrote that he thought mouse wheel activation is wm-independent, so I
banked on that.  Any thoughts?  I do not have to reboot, surely?
