   Overwrite-ing a file has nothing to do with -i.  If you want to 
   overwrite a file you need -f for force if you don't want to be prompted.
   
   Isn't there a setting for noclober? Possibly in the shell?

Well, the force option is in both the "works" and the "doesn't work"
functions.  The difference between them is the "directness" of the
call, i.e., cp vs /bin/cp, and the unalias.  Also there is this from
the man page:
       -i, --interactive
              prompt before overwrite

Also there is an "unset noclobber in the .bashrc.
