I'd say that, generally speaking, package maintainers only release a
new version if there is something worth releasing.  So choosing the
latest version by default is not unreasonable.

I think in reality certain packages get a lot more attention than
other packages.  For instance, the kernel, glibc, and the compiler get
a lot of attention.  Real engineering work goes into making them fit
for inclusion in Red Hat Linux.  You can see this by simply looking at
the patches that are applied in the RPM.

Other packages don't get as much attention.  As an extreme example, I
doubt anybody takes much care of `xpuzzles'.  It simply isn't very
important.
