This makes sense; unless you tell it not to do so, by default the
filesystem reserves a number of blocks for the superuser, meaning that when
your tools and utilities (and problems) tell you the filesystem is full,
root can still get in and work to resolve the problem.  This probably
explains why you were able to get in as root but not as other users,
because root had access to some free space that other users didn't.
