vpopmail and qmailadmin do this wonderfully with qmail. ;) 

As a bonus, the users don't have 'real' accounts on the machine, just
virtual mailboxes (nice for security). 

qmailadmin lets them login and add/delete/change passwords for any of
their pop accounts also setup mailing lists and autoresponders.
