Or alternatively w/o sudo,

-rw-------  1 root     dialout     1831 Jul 20 21:53 wvdial.conf

and make any dialout users members of group dialout.  That group is
provided by my distro, and has ownership of /etc/ppp directory and two ppp
cfg files:

-r--r-----  1 root     dialout      744 Jan 19  2001 callbycall.secrets
-rw-r--r--  1 root     dialout       50 Oct 11 10:07 resolv.conf

wvdial is a great app, but definitely seems to be aimed at interactive
(i.e. being at the console) use.
