Usually it looks for /dev/modem, which is a symlink to /dev/ttySx where 
x is a number reflecting the serial port to which the modem is attached.
x is one less than the com port number, thus com1 is ttyS0.

If you don't have a /dev/modem, it's easy enough to create:
ln -s /dev/ttySx /dev/modem
