mkdir mntpoint
mount image.iso mntpoint -t iso9660 -o loop,ro

This does require the loopback device to be compiled in your kernel, but
most distributions probably do this.

Hello,

Can an .iso image be downloaded and then be opened from the hard drive
and used without having to burn it onto a CD?

I want to download and install a program but it comes only as an .iso image.
