There are several. I have used kdevelop off and on since version .45
It is probably the best, and I have been able to work from the commandline....

There's also kdestudio from http://www.thekompany.com which is also nice.. 
there's an open source version, and the "gold" version is inexpensive.
There's also qmwedit

which is new.
and glade

(not really c++.... )
and code warrior
