Mis-stated??? I've never been so insulted in my life! ;-)

The rpm output for libpcap (included in the original message) clearly states
"Source RPM: tcpdump-3.4-39.src.rpm".

Rob slightly mis-stated:

I think what he meant was that libpcap was *USED BY* tcpdump, not a part of
it...

Anyway, there is indeed a libpcap, it just happens to include the
libpcap-devel things in it.  If a build of a package is failing for you
because of this, you can add "--nodeps" to the rpm command to get it to
build anyway.
