Well, yes and no.  You can fudge it with dynamic DNS services like the 
one at dyndns.org.  But there are pitfalls to this because there will 
be brief periods of time where your DNS entry may be stale, or worse 
yet, may point to someone else's box.

In other words, it's not an industrial strength solution, but it could 
work fine for non-critical, personal, "non-public-at-large" use.
