Just checked my installation and there is no setup.ins file there
either.  It certainly does sound like the installation is trying to do a
windows install when it sees the FAT32 file system.

I don't suppose you've got the German text handy?  Several of us here do
speak German, and there may be a clue there.

I also just took a look at the setup script and the first entry reads:

   # resolve installation directory
   sd_platform=`uname -s`
   case $sd_platform in
           SCO_SV) test=/bin/test     ;;
           *)      test=/usr/bin/test ;;
   esac

so it does look like the setup program tries to identify the platform the
software is being install to.  Didn't see anything that specifically
refered to MSWindows or FAT32 however.  It also seems like the uname
command should indicate that you are running on a Linux box.  Don't know
what to tell you ...
