I think you must be talking about "The SquirrelMail Foundation" or SMF which 
was stillborn.  There was an incredible (and unforeseen) backlash against the 
idea of selling custom services around SM.

The idea was to sell installation, support packages, and possibly custom 
features (that would be rolled into the GPL core) and kick some of that money 
to the people doing the support and some to the people doing the development.

There really wasn't any "backing" unless you count . . . I think his name was 
Patrick.  But he was a total loon.
