That works for me.  I tend to put a trailing dot, and that also works.  I used 
"Makefile" "Makefile.1" and "Makefile2" as my test files.

Do you maybe mean ./foo/?  Does ../foo/ exist?  Are you using GNU make?  I'm 
on "GNU Make version 3.79.1".
