It *is* basically a log file.  You have debugging turned on in BIND.
Turn that off and it'll stop logging to that file.

Also, if I remember correctly SIGUSR2 will close and reopen that log -- 
however the other person's comment about restarting BIND to drop the 
filehandle is appropriate also...
