You don't need root to install Nmap unless you are using some form of the word 
"install" that I'm not familiar with.

I have downloaded, compiled, copied the bins to ~/bin and run the program 
(with the non-root limitations) successfully.

True that the defualt install script will fail, but what does that really 
matter?
