The key thing to understand is that if you are trying to do page layout with 
HTML you are using the wrong tool for the job.  You should be using TeX/DIV 
or PDF or even PostScript.

"Decent" HTML is valid HTML.  In fact, it isn't really HTML if it isn't valid 
HTML, is it?  As a rule of thumb, it 'ain't decent 'till 
http://validator.w3.org/ says it's decent.  Going forward you will probably 
be interested in http://www.w3.org/TR/xhtml1/.
