IIRC, they're used for "emergency" situations when there isn't enough 
space on the partition for data that's being written.  There have been 
times my partition is full (seen via the 'df' command) but data is 
still being saved.  It goes into those "reserved" blocks.

Unless you have expectations of such overflow/emergency situations, 
there's really no need to keep all that space set aside.
