You can be 99.9999% certain that nobody updates all packages at the same 
time. It is possible if you installed a precompiled kernel from a 
package manager system that it would check for prerequisites. If it was 
not a precompiled binary package, there is almost no chance that it has 
a way to know all of the required packages automatically.
