[lug] ntp problem..

I have an external (i.e. PAN) openBSD 3.2 firewall box that also serves as my
LAN ntp server running ntp v4.1.72p1.  ntp on the PAN firewall polls a few
stratum 2 servers (ntp1.tummy.com, etc...) and is available to be polled by my
LAN network .

What I don't get is this.  The time on my PAN firewall box is exactly 1 hour
slower then say the official time posted at
http://www.time.gov/timezone.cgi?Mountain/d/-7/java

I just got on my PAN firewall box and shut off ntpd and manually ran:

openBSDbox# ntpdate ntp1.tummy.com 6 May 11:55:34 ntpdate[11788]: adjust time
server 198.49.126.4 offset 0.004777 sec

But, when I run the date command and compare to the link above I am exactly one
hour slow to the second.  What simple idiot trap have I fallen into?
