[lug] system clock stuck

I have a suse box that has a system clock that is stuck.  It cycles the
same three seconds over and over again.

The hardware clock is fine:

I'm at a loss.  The last time this happened (prior to today), I rebooted
and all was well (I went googling and didn't find anything useful).  It
happened again this morning (after a power outage).  The reboot cured it
for a while, but it is back after about an hour.

There isn't anything in /var/log/messages that looks related.

Any ideas?
