I don't know the answer about the justification, I suggest you ask Red
Hat sales.

It sounds like part of the package is RHN access.  So perhaps the
"license" is an RHN access, which is per-machine.  Again, you'd have
to ask, I'm not in the sales organization, and I'm lucky to even know
what I'm doing on my own project :-)
