Actually, they didn't.  they only started enforcing them a couple years ago, 
however.  That enforcement is the reason that RedHat doesn't ship any mp3 
tools, and may be responsible for Microsoft supporting only brain damaged mp3 
tools.  It certainly is MS's public reason.
