TeX and LaTeX are two very different beasts (and i guess you really meant
PlainTeX and not the bare TeX). While LaTeX is meant for people _not_ wanting
to work on layout issues (few of us are skilled typographers) TeX gives you
_all_ the knobs (but it's a really pain since you _have_ to turn all of
them to get satisfying results). 
I personally switched to the scr... group of styles that permit a lot
more customization.
