[lug] NIC will not retain assigned IP address on restart

I assume you mean the Red Hat 9 distribution.  Linux itself is only in 
the 2.x releases ;-)

Anyway, check your /etc/sysconfig/network-scripts/ifcfg-eth0 file, which 
should contain at least these variables:

DEVICE=eth0
ONBOOT=yes
BOOTPROTO=static
IPADDR=x.x.x.x
NETMASK=x.x.x.x
