If your application has a requirement to absolutely run each and every 
23ms, it sounds like you need an RTOS, and not Linux?

What's the problem with just having the application "miss" once in a 
while -- audio missing a single 23ms sample would hardly be noticible to 
the human ear?

This appears to be an engineering design problem, not a Linux problem???
