[lug] Aging Surge Protectors

These devices often use MOV (Metal Oxide Varistors) as
the active element to absorb surges.

These devices degrade over time, especially as they
are exposed to surges near their limits.  Eventually
they cease to be able to absorb the extra energy.

Many surge protectors have a LED or neon light wired
in series with the MOV to indicate that it is still
functional.

Some high-end protectors will shut down (cease to
provide AC) when the protection circuitry is no longer
functional.
