The only vector program that might handle this is Inkscape:

It handles TT fonts just fine.  The last time I used it you couldn't set
up text along a curve but you could convert text to outlines and treat
each character as a separate object, then place them along any curve
you'd like.

Another tool which might provide this is Scribus, though I haven't
really examined its text handling features in depth yet.  Its on my todo
list for my column in Linux Format.

The easiest way to generate text along a curve is in OpenOffice Draw. 
Create a text object then open the FontWork dialog to render the text
along a variety of predefined curves.  You can export it as SVG or WMF
though I don't know how good these exports really are.  Most of the
vector toosl for Linux (sodipodi, inkscape, scribus) can import SVG
files.
