I figured out I asked the wrong question.

I'm using the ignore list in the Red Hat Network Alert Notification Tool - which launches up2date.

The ignore list is in /"your home"/.rhn-applet.conf
...
IgnoredPackages[comment]=Package names to ignore when counting updates
IgnoredPackages=python-devel|gaim|...
