The first google hit for "/var/spool/cups" will tell you they are job 
history files and stay around forever.

A little more digging indicates that MaxJobs limits the number of files 
here (default is 500), and perhaps PreserveJobHistory applies as well.

You can delete these without harm though most suggest that cupsd should 
be stopped first.
